Cyprus enters a decisive four-day round of global shipping talks in London on Tuesday, as member states seek agreement on rules that will determine how quickly ships must cut emissions, what non-compliance will cost and whether billions of dollars will pass through a new Net-Zero Fund.
The negotiations place Cyprus, one of Europe’s leading maritime states, back at the centre of a dispute that divided the European Union last year.
